ACMA Issues Draft on Number Database |

The Australian
Communications and Media Authority finally plans to establish a new
scheme to properly administer the Integrated Public Number Database
(IPND) and has released a draft of its plans for public consultation.
The
Integrated Public Number Database (IPND) is a database
of all Australian listed and unlisted phone numbers. First established in 1998, it
is currently managed by Telstra as a Condition of its Carrier Licence
as declared the previous year.
However, access to, and use of data from
the IPND is governed primarily by Part 13 of
the Telecommunications Act 1997 (the Act) and
an ACIF Industry Code.
Amendments made to the Act late
last year will now require the ACMA to produce a proper legislative instrument
to administer the IPND.
When finalised, the scheme will replace the proposed IPND Standard which has languished in a Draft format since May 2005.
Under the proposed scheme, directory producers and researchers would be
required to apply to ACMA for administrative authorisation to access
the IPND and access to it by researchers will be only for purposes specified as in the public interest by the Minister of the day.
Such research purposes will be specified by the Minister in a legislative
instrument and will list specific types of research that the Minister
considers to be in the public interest, for example, health and medical
research.
ACMA is proposing that both new and existing users of
the IPND would be required to participate in the scheme and has drafted
transitional arrangements to apply to existing users.
The ACMA will be conducting a series of public information sessions to explain and receive feedback on the proposed scheme.

Meanwhile, the New Zealand Yellow Pages directory is currently
Telstra's Sensis division is believed to be planning a bid according to the Sydney Morning Herald.
Media companies Fairfax and the Seven Network, reportedly interested in the billion dollar deal are believed to have lost interest leaving Sensis and several private equity firms as the most likely bidders.

Zealand Retirement Guide and New Zealand Tourism Online.
